Mapping and evaluation of needs of the Roma and mapping of the needs of persons with disability in Bosnia and Herzegovina


Implement the mapping process with a view to gather the necessary data in order to establish appropriate indicators for comprehensive programming of assistance for the Integration of the Roma and Persons with Disabilities in BiH. Furthermore:

  • Implement the process of mapping the vulnerable groups of persons with disabilities and the Roma in order to obtain clear indicators of the actual status and the actual needs of these vulnerable groups and their families in local communities in BiH both by area and by indicator. In cooperation with competent institutions of BiH, Entities, Cantons and Brčko District;
  • Determine gaps in the systems of rights and services, and based on this information develop specific recommendations on how to improve the position of persons with disabilities with regard to rights enshrined in the Convention on the Rights of Persons with Disabilities and of the Roma in accordance with the Action Plans adopted;
  • Define and develop questionnaires to map the needs of the Roma and persons with disabilities;
  • Conduct field surveys, collect and analyse data to be used in order to address the needs of the target group of beneficiaries and local authorities at different levels, and survey persons with disabilities and the Roma by means of a representative sample (in consultation with Roma settlement coordinators in Roma communities);
  • Mapping of needs to detect all system gaps, to assess the actual inclusion of these vulnerable groups in the society and their actual needs; and to create preconditions to strengthen social security networks and to establish harmonised, efficient and sustainable social welfare systems for the Roma and persons with disabilities in the Entities, Cantons and Brčko District. 

 

The scope of experts’ work includes collection and statistical analysis of all data concerning the following:

  • For persons with disabilities: basic data on persons with disabilities (number, degree of disability, type and cause of disability, accessibility and personal mobility, participation in cultural and sports life and in recreational and leisure activities);
  • For persons with disabilities and the Roma: education, social welfare, health care, labour and employment, housing;
  • Proposing algorithms for the future design of the database software solution for further monitoring;
  • Organising of at least 3 consultative meetings/workshops with respective institutions, each lasting between 1 and 2 days.
