Partnership for Sustainable Agro-Forestry between Timor-Leste, the EU, Germany and ILO


The Partnership for Sustainable Agro-Forestry between Timor-Leste, the EU and Germany (PSAF) action aims to address Timor-Leste's high dependence on (declining) oil revenues by promoting economic diversification, which remains a crucial challenge to generate much-needed employment and reduce poverty, especially in rural areas, in order to contribute to continued peace and stability. The PSAF is focusing on Agriculture (i.e. Agro-Forestry) and Market Access / Rural Roads sectors. 

Our evaluation team provided an independent mid-term assessment of the PSAF action, in line with the standard five OECD evaluation criteria. The key users of the evaluation are: the EU Delegation of Timor-Leste in Dili, GIZ, ILO, Ministry of Agriculture and Fishery, DEVCO Headquarters 'units in charge of Environment, Natural Resources, Water, Sustainable Energy and Climate change (DEVCO C2 and C6).
