Technical Assistance for the formulation of the EU cooperation with Saba and Sint Eustatius for the period 2021-2027


The main objective of the mission is to provide technical assistance to Saba and Sint Eustatius for the design/formulation of their new cooperation programmes for the period 2021-2027 (territorial envelopes), as well as the organisation of trainings on budget support.

 

The specific objective is as follows:

  • SO1: To provide assistance required by Saba and Sint Eustatius’ governments on the formulation of their 2021-2027 territorial programmes, including on the Action Document and its annexes, until their approbation by the EU Delegation. The formulation shall build on the respective multiannual indicative programmes (MIPs) for Saba and Sint Eustatius.
  • SO2: To analyse the relevant sector policies for the MIP priority areas, the public financial management and macro-economic situation of the OCTs.
  • SO3: To ensure understanding and to develop capacity of stakeholders on budget support (as the modality of implementation of their territorial programmes).
  • Assistance in drafting the required deliverables will be done on the basis of the EU templates in force at the time of drafting.

 

Throughout the mission, the experts will work closely with the governments of Saba and Sint Eustatius. The mission will be monitored by the EU Delegation in Guyana, in coordination with the competent authorities of Saba and Sint Eustatius.
